To create the texture on the chipboard, I first painted it with gesso and then added some structuring medium to give it a nice rough texture. While the medium was wet, I added embossing powders and enamels in white and gold and heat set it. I then took out my copic markers to add hints of blue to the chipboard pieces. If you don't have copic markers, you can use any coloring material that works on non porous surfaces like alcohol inks, paints, glazes, etc. This is because some embossing powders (or most of it) resist water based mediums.
